Operative District Plan

The District Plan is a legal document prepared in accordance with the Resource Management Act 1991. It assigns zonings to all land within the Kawerau District to ensure land is available and used for its intended purpose. It also identifies features such natural, cultural and hertiage areas which require special consideration.

Within each zone, the Kawerau District Plan sets out what land use and subdivision activities are premitted or require a resource consent. It also sets out the requirements for each to ensure that adverse effects on people and/or the environment can be managed.

If you wish to use land in a manner which does not comply with the zone rules, you will need to apply for a resource consent

The Kawerau District Plan was made fully operative in May 2012.  Four plan changes have been completed as follows and are included in the Operative District Plan.

  • Plan Change 4 – Stoneham Park Residential Growth Precinct
  • Plan Change 3 – Land swap between Kawerau District Counicl and Ngāti Tūwharetoa (Bay of Plenty) Settlement Trust and other minor corrections and changes to zones
  • Plan Change 2 – Commericial Zone Correction – Circus Paddock
  • Plan Change 1 – Pūtauaki Industrial Zone

The purpose of Plan Change 4 is to rezone Stoneham Park to residential and place a growth precinct over Stoneham Park. This is to better enable the use of land for a residential development, which allows a range of development options including smaller lots, larger build surface, duplex builds and inter-generational or 'two-key' housing.
